Adopt Ordinance No. 23-0573 amending Title 8 of the Kenmore Municipal Code to adopt a new Chapter 8.17 KMC entitled "Required Wearing of Personal Flotation Devices" on waters in the City of Kenmore while using human-powered watercraft.

Authorize the City Manager to execute Contract No. 22-C2773 with Tastad Construction, Inc. for an amount up to $2,436,000 which includes 10% construction contingency for the NE 190th St Culvert Replacement project.
